Not bad, you just had to use the line tool istead of the brush one :)
hint: to make a curve with the line tool, click and hold at the center of the line and pull it where you want it to curve ;)

Would like to give a better rating but 3.5 for me is the fair at this drawing.
The hands are too small, his body is just too fat, and you forgot his feet :P
And to finish, you should have made a background or something, because the drawing became too simple :|

At first look it's just some type of tatoo, but when you close your eyes and then open again, you see that it's a mermaid. Really good made!

The drawing is really nice, her expression is also very good and cartoon-like (n the good side ;P), the only problems is that it's still a sketch and that I had to crook my head to see it how I wanted to :P

yeah sorry about that you had to pop your head to the side, i'll change that now.
I wish i could do something more to my sketch this is why i want to collaborate with a better understud artist ( aka photoshop anime pro )
